SELECTBOARD REPORT
2010

This past year, with your approval at last year’s Town meeting, we have been able to renovate the exterior of the municipal office building. The general contractor was Brian Baker, of Baker Builders, located in Morrisville. Work completed included removal of all windows, siding, the porch on the rear of the building, as well as the cupola located on the roof. Exterior insulation was added, triple pane windows were installed, siding was redone, and both the cupola and porch were rebuilt as well as landscaping completed.  Renovations were also completed at the Grange Hall, located in North Hyde Park.

At last year’s meeting, it was suggested that, if possible, we should increase parking at the municipal office. We were able to complete the rough grading of this project last summer. We plan to complete that project this coming summer.  We were also able to replace both our 1986 grader as well as the Ford tractor with funds available in the capital equipment plan. We did not have to borrow any funds for these purchases, eliminating the need to pay interest.

We are very pleased to announce that if our proposed 2011-2012 budget is approved, as well as all articles passed, we will have no increase in the present tax rate, and therefore municipal property taxes.  Even with no increase, we will be able to complete renovations to the lower level of the municipal office building, continue with renovations of the Grange Hall, increase both services as well as hours of operation of the Lanpher Memorial Library, reestablish the fifth full time position of the highway department, and completely pay-off the borrowed funds used for the exterior renovations of the municipal office building that were approved at last year’s meeting.

We are interested in hearing from anyone that may be interested in forming a website committee to expand our municipal website. A proper site would be invaluable to improve communication to all residents, and market our wonderful community along with its organizations, activities and businesses.

Also, at the completion of this year’s meeting, representatives from VTRANS will present the upcoming construction of the roundabout at the intersection of Routes 15 and 100. Work on this project is expected to begin in April with completion by mid November.

Russ Lanphear has decided not to seek reelection for his Selectboard seat. Russ has been invaluable to this Board for his expertise in purchasing equipment for the highway department, as well as purchasing both heating fuel and equipment fuel. He has saved the property tax payers thousands of dollars in the past few years. Russ began his community service for the Town of Hyde Park in 1971 when he was elected to the Lamoille Union School Board. Since then he has served on the Elementary School Board, the Planning Commission, and Selectboard. These 40 years of community service continues the legacy of community service which began with his father, Wyman Lanphear, who served on this Selectboard for 45 years.  We wish Russ the best in his well earned retirement!

Respectively Submitted,

James “Rick” Heath, Vice-Chair
